BEFORE YOU DOWNLOAD ANY KIND OF PROGRAM, PLEASE READ THIS HELP-FULL GUIDE CREATED BY PHANTOM. 

So, you see that ratting program, it interest you, but uh oh, it looks suspicious? 

Well, in this guide I will be teaching you how you can properly download these programs whilst being safe at the same time. 

Virtual Machines
So what is a virtual machine? A virtual machine, is basically a virtual computer which you can use without it affecting your host computer. 
So how can I get one of these 'virtual machines' and how can I properly set it up? Well, as far as virtual machines, go their is a ton of them. Paid ones, free ones, hell even opened sourced ones. 
I will have a list of every download which you can use at the bottom of this thread, so if you're just wanting to get to downloading, go to the bottom of this thread. 
How to set up a virtual machine? Well, setting up a virtual machine is very simple. In order to set up a virtual machine, you will be taken through a set up process, as with most programs. It is very simple. Now, as for actually making the 'machine' I will link many guides, sources, and more on how to do so with the downloads.

Sandbox(ing)
What is a sandbox/sandboxing. This is mainly used when someone wants to run a program on their host computer (very bad idea, as Sandbox can easily be bypassed). 
So why would I suggest Sandboxing? Well, extra security of course, the more security you have the better. Keep in mind, this is your entire computer at risk. Weather it be a $100 Laptop, or a $5,000 Desktop Computer, it is at complete risk. 

Public Computers
Now, this is pretty immoral to be honest, but its what ever, I don't care if you do this or not. It is completely up to you. 
So how does this work? You will be running/downloading the program which you're wanting to run on a public computer, such as a library computer. Now, this can end you in serious trouble if you're not careful with what you do. 

Buying A Spare Computer
Getting a spare computer really isn't that hard. Ask family members, check places such as craigslist, amazon, eBay, etc. People sale very cheap computers, for well cheap. Now don't be expecting to get some i7, 34gb ram, for $50, but you can get something half decent, which you can then use for testing the programs you're running.

Using Virus Scans
Believe it or not, virus scans be your best friend. Now with that being said, files can be F.U.D (fully un-detectable), but if you dig hard enough, you can find out if the files safe or not. 
Now, some anti-virus programs I can personally suggest will be down below as well. But, you can also use online 'virus scanners' if you will.

Ive used sandboxing programs before, never thought about vm. Good idea, good guide. +1.

Is Malwarebytes still trusted? I had been directed not to use it a/o maybe 1yr ago. I was told that it had a bad reputation of missing what others detected. That said, it was a go to for new builds for myself and friends.

MalwareBytes is actually pretty good at detecting malware when others can't. With that being said, the reason people say don't use it is because it's not real-time protection like other anti virus software. People recommend MalwareBytes should be used in conjunction with an anti-virus program (but I just use malwarebytes and I never get a virus/malware).
