i have this database of of random FULLZ (different states) and phone numbers are attached to it. can anyone please recommend a good phone number extractor software or app? thank you!

I can do it in a couple of minutes for you if you want. Depending on the file I probably already have it parsed out. Lol.

No method, but I have a couple of programs that I'm very efficient at using to parse out just about anything you can imagine. I've also got a LOT of data files already downloaded and parsed out so if you want to shoot me a DM with the file name I'll let you know if I have it. If I don't and you want to send it then I can do it for you real quick, but I'd understand if you didn't want to share/trust me like that since I don't know you. Have good one.

you can use this regex with python:
re.compile("(([+][(]?[0-9]{1,3}[)]?)|([(]?[0-9]{4}[)]?)|0)\s*[)]?[-\s\.]?[(]?[0-9]{1,3}[)]?([-\s\.]?[0-9]{3})([-\s\.]?[0-9]{3,4})")

haha maybe it's a bit too much.. if you need good performance, just use "import re" and insert the regex i wrote here with re.findall or re.finditer
(see here - re python library - https://docs.python.org/3/library/re.html)

but I can make it easier
just go to bash (default shell on Linux and available on Windows) and do this
$ grep -oE '\(?\<[0-9]{3}[-) ]?[0-9]{3}[ -]?[0-9]{4}\>' yourfilename

explanation:
grep = unix tool to search and find text
-o = find only
-E = regex (Expression)
\ = escape char
<> = boundaries, len limit
? = makes the char before it optional
[0-9] = 0,1,2,3,4,5,6,7,8,9 (or)
{n} = number of time of expected string in regex pattern
