Where to buy Cloud Computing that charges per hour?

Hello friends.

I would like to know if someone can tell me where to buy VPS instances that charge per hour

Everyone I see out there are deceptions.

An example is digitalocean, which says it charges by the hour. but then you found out that you also charge for the offline machine.

I want a Cloud that charges for the hours I use the instance.

For example, if I use the instance for 10 hours in a month, and the rest of the month, leave it off. I want to pay for 10 hours, not 720 hours.

In other words, I don't want to pay if the machine is turned off.

What I'm looking for is as follows:
* To be able ton create Linux Instance
* To be able to create Windows Instance
* To be able to install the ISO itself
* Do not charge for offline machine
* Preferred, paid via bitcoin

Does anyone have anything to indicate? Thank you.

This is one of the foundations of cloud computing. Pay for what you use, not pay for the entire month. it needs to exist.
